Possibly early B.S.A. chainset, but they were also copied by other manufacturers.
They're not B.S.A. frame parts/fittings though.
Any letters/numbers stamped anywhere? Including on the back of the cranks, hub shells, rear sprocket or pedals?
Any markings on the rear brake caliper also?
Has an English/European look definitely.
Handlebar stem almost certainly not original to the bike, but I guess you probably know that.
Very nice, whatever it is!
