Even though it is later the seat is actually pretty special to some one who needs it. I needed one a couple years ago and it took me ages to locate.

I'd have to guess 1930's because the streamline train on the badge is 1930's, the handle bars, handle bar neck, seat, pedals, front wheel hub all appear to be 1930's As for manufacturer sorry I have no idea.
