From another thread I found on these it appears the chain ring looks just as the 1927 version but this can't be that old could it?

The saddle appears as the pic in for 1927 from lit offered from above post. But girls frame doesn't have the vertical support between lower bars or curved shape. 1957 went to cable control it appears so pre 57 So maybe 1928-1956? for a start and who can narrow this down further?

How do I accurately date this? Any help appreciated.

No, it's not from 1927. If the rear hub shell does not have a date code, try the inside surface of the coaster brake arm. Some of the old Perry hubs have a date code on the inside surface of the reaction arm.

The sitting Lion on the fork was used by Phillips, which Raleigh brand took over about 1960. The frame looks like a Raleigh-style frame, as do the center-mounted rod brake bell cranks. The fenders look like a lower brand of Raleigh make. That style of handlebar grip was common rod brake roadsters in the 1950s and early 60s.
