Yes, they are drive gears for Stewart Warner speedometers.
Your gears are made out of a fiber material called "reinforced phenolic", known by trade names such as "Micarta" or "Bakelite".

Metal gears riding against the metal sprocket attached to the wheel would be very noisy and require lubrication which would attract dust and dirt. The Fiber gears are quieter and don't require lubrication.
