Asbestos in old saddles?

MY WALLET'S GONE! MY WALLET'S GONE!
I have this old long spring saddle I want to refurbish. There is a hairy padding material in it and I’m wondering if it could be asbestos. Does anyone have any knowledge or experience with this? Figured I’d toss this out there before I start disturbing anything.

I agree on the Horse Hair...looks like old Jute carpet pad.
but just in case...If you soak asbestos fiber padding with water & fabric softener it prevents it from becoming airborne which is how Asbestos gets ya...
 
I think it's just the matting they used back then, I've seen it in old car seats, antique furniture, but back then it was OK to use asbestos ( no regulations back then ) just my 2 cents.
 
Foam and polyester fiber replaced horsehair upholstery in the 1950's, prior to that it was the upholstery filling of preference.
