Later 70s. Here's one of my cracked lens pics of a later 70s Ashtabula catalog. I think they also made those in a 26" size.

BMX and Klunker/re-packs, probably mid to late 70's early 80's. Now just sit back and wait for the PM's! Because it never hurts to ask!
