This bike has been in my dad‘s basement since the early 1960s. Should I let my husband take it to the dumpster or is it of use to someone?

I vote no to dumpster. What are those acorn shaped things on the bars? Bells? Alternate grip areas like a brody knob?
I’m not sure. One is intact and one broken. You can see the inside of the one on the right in the photo. It sort of looks like a bell, but there is no ringer-type button. They sort of look like some sort of floral motif.
