the "IC" symbol seen on the transfers stands for InterCycle,

explanation of name here:

2

this forum thread gives an idea as to how the machine may have appeared when complete:

pedals and hubs look to be WECO brand from Germany

brakes appear Altenburger brand also from Germany

wheel rims may be Schurman brand

original gear ensemble was likely Shimano with Thunderbird model front mech & Lark model rear mech

current Suntour shift levers represent a change from OEM

cycle looks to date from near to 1970

our forum member @non-fixie is expert on the Dutch production of cycles

he shall be along shortly with far more and better information ;)

That is a Batavus "Champion", which has been one of Batavus' entry level "road" models for a long time. Build and paint quality are excellent, but it is not the lightest. Could be a fun bike for the right owner for the next 300 years or so. ;)

If it were mine, I'd build it up as a long distance tourer, where comfort and amenities are more important than outright speed. Much like @sykerocker 's Magneet Sprint. Similar bike from the same IC stable:

Thanks I will probably sell this for parts as I have too many projects now . thanks for the information.

You’ve probably shown why the Magneet brand disappeared after 1969. Batavus was making the exact same bike under their brand, and owned Magneet. Mine originally came with Campagnolo Valentino, Weismann centerpulls, and the same crank.

Batavus bought Magneet in 1969 and the PFG group, consisting of Phoenix, Fongers and Germaan, in 1970. Effectively, these became "sticker brands" for Batavus bikes. The Magneet is basically the same bike as the Batavus Sprint, the Fongers Sprint and the Phoenix Sprinter. Some versions are quite rare, like this Germaan Corsa I came across at an event in 2017:
