Are you looking at the bottom of the bottom bracket for the serial? The bike needs to be turned upside down to see.

Looks very much like a Westfield Columbia built bike from the mid 1920's to mid 1930's.

The "Early" TOC Monarch Company was established in 1892 and sold to the Bicycle Trust in 1899 just before the crash of the bicyle marketplace.

I think gkeep nailed the headbadge outline. I think it's more likely the Monarch name was re utilized as a retailers badge name and not connected to the earlier company.
