Bike Manufacturer ID help please

I recently purchased this bike ( mostly because of the cool headbadge ). I would appreciate some help identifying the manufacturer of the bike.
I believe the bike was rebadged by Joe's Auto and Cycle Supply and resold. Also looks like the pedals, seat, bars and stem were changed at some point. Thanks. Joe

Columbia/Westfield or Peerless maybe? Just going by the chain ring, very cool bike!

Great looking bike! The bike looks TOC but with that streamline locomotive the head badge must be 30s. I wonder if a prior owner worked at Joes or just liked the head badge graphics?

Yes, I think Joe's Auto and Cycle would buy used bikes and resell them. There is a nice Autocycle on the internet with the same badge.
