Bottom bracket numbers?

Look Ma, No Hands!
Picked up a junior today and checked the serial number online, indicates a 1969, March frame as stamped on the drop out.

There is another number string on the bottom bracket, I wonder what significance are the numbers stamped there?

I'd say that's an owners ID markings, but it could be a town/city license registration number.

Thank you, I hadn’t considered the license registration but that is exactly what the numbers represent.
I guess the sticker was not enough security in Middleburgh Heights, even in ‘69. Lol

In 1964 I had my new Varsity registered and plated because I had to ride it to school for two years. The City of Mesa FD. carved up all the rims bars frame etc. with the plate number using an engraver. You lucked out with just a BB stamping and a sticker.
