I don’t think those are dates, that Has to be a part number. I have never seen a dated pedal but I don’t mess with bikes from the 70s. I have a set of 1969 bow pedals and the only stamping is made in Germany. And definitely no dates.

Not date stamping those pedals were made '60-'65
