It's a Headstrom brand. Looks like the smallest model with pneumatic tires. Also looks like it is missing it's big streamlined front fender.

The pneumatic tire tricycles of that era are much harder to come across. Most had the thinner twisted wire tires. Here's this model showing the front fender -

Yes it has pneumatic tyres made by Firestone, they’ve gone very hard.
Should it be restored or left as is?

You have nothing to lose aside from money by restoring it. Present condition damaged with no original paint doesn't warrant leaving it untouched and yet resorting it will likely cost more than the value of the tricycle. Really a coin toss on what YOU want to do with it for your own pleasure.
