Maybe 01-13-1998; (like it reads on the label?). Other parts, (e.g., Wald stem; rims; handle bar), may also have inconspicuous stampings indicating the month and year.

I think those forks were first used in the early 80's, can't be a 60. Head tube numbers were much later than 1960 also. Tube joints look like Taiwan.
