'Lil Knee Scuffer
The chainring looks to be Shelby. It's got 1945 dated Morrow Blackout hubs. Badge holes on headtube are exactly horizontal, spaced 1 1/4" apart. serial # is CZ2030

Man, all the joints at the bottom bracket and rear fork are super nice.
 
I think this is a frankenbike. I don't think the wheels, stem, bars, or fork are proper to the frame. A clear pic of the whole bike wouldn't hurt but hopefully someone can identify the frame. V/r Shawn

Yeah, definitely a mix of parts. it's the frame I'm most curious about
 
I think this was originally a 28" bike and is probably earlier than '33. V/r Shawn
