It's the mainframe of a Murray pedal tractor...probably 1950s. I checked the design of my circa-1958 Murray tractor and the frame is identical. Where the stirrup is hanging is the location where the pedal crank would have been attached.
Here's a photo of mine so you can see what it originally looked like complete. The graphics changed on various 1950s Murray tractor models, but the design of the tractor frame stayed pretty much the same.
