Cog smaller than New departure

Can anyone tell me who made a cog for the older coaster brake hubs, that is just slightly smaller in inner thread diameter than the New Departure cog.

Maybe I'm misunderstanding your question. New Departure did not have only one size cog. Many sizes of cogs could be installed on New Departure hubs. This is partly why the cogs are removable (threaded), so that an appropriately sized cog can be installed.

I'm talking inner thread size where it spins onto the hub. I guess thread diameter?
