I see 1B. Even the little D cutouts in the B are flat on the left side.

Riding a '37 Colson Imperial
Looks like a 1B to me as well, but I'd bet it's a '38 anyway. Flat braced peaked fenders were only used 37-38, tho there were slight differences. I've heard where similar stamps were used in place of the correct one in the production line. Maybe the "8" broke? No idea, but it is possible a "B" was used in place of an "8".
