Colson rear steer

I picked up this Colson tandem last night from my good buddy and fellow CABEr @KrustyCycles. The rear steer mechanism is wild. This thing is so cool. Anyone have any insight to more info on these? I believe it to be a 1939. It’s been painted. Not sure if I should restore or just ride it as is.
