Any idea the crank was for in the head of the horse? Also how would you steer this?

Cruisin' on my Bluebird
From what I can tell from the photo, it appears to be hand operated via the cranks. Notice there are no pedals in the up and down positions...just a foot rest at the same height on each side. I think the steering is done by pushing on the footrests. Interesting...I didn't know these types of trikes operated that way.
