Craigslist early Elgin Swallow project

There is an Elgin Swallow locally on Craigslist. It seems to be a 28" bike with later 26" rims switched out. Zooming in on photo 15 and it looks like some of the original blue paint is hiding under the green house paint. I wonder if the fenders are stainless under the black house paint?

Wheels might be right, I’ve had two of these transition bikes where they used spacers on the fenders

What it needs is some 700c/29r rims to fill in that space, maybe a multi speed hub. The rear fender does not seem to be set up for pacing a skirt guard. I've got a 20s Westfield motobike frame that could use the fenders, drop stand, stem, seatpost....
