I have seen the sprocket used on Westfield-built bikes sold by the Shapleigh's Hardware Stores, St. Louis MO.
It looks like the 22-tooth sprocket was matched with a 6" crank, on smaller frame bikes, with 26" wheels.
It would fit other Westfield-built bikes as well.
