Thanks for the ads/pictures; (I thought that I had seen a thread about this crankset before).
The other few threads about Thomas Hay and Van Burton Willits’ Outing bicycles did not show that same peculiar sprocket.

That frame....can't say for sure, but.....try searching "Sears" or "Elgin" King....many similarities to my Elgin King. I think ca.1895

I have a ladies frame that is kind-of-similar in areas; the seat post cluster and the two small ports (oil?) at the bottom bracket crank hanger.
Someone placed a Hibbard Spencer Bartlett (HSB) badge on it, (so now it has 3 badge holes).

It came to me with a plain-Jane sprocket, (unlike the original post).
