It looks like you might also have the dashboard stem and that bracket on the seat tube would indicate that your bike came with the locking tank. Good luck finding those parts...

Cruisin' on my Bluebird
Higgens has a bike with the tank you need in the for sale section. I don't think 37 had the dashboards so it is probably a motorbike style stem to drop the bars a little. My 37 20in Westfield had a straight crossbar scout style bar, not the wide torrington
