Cwc frame identification help

This frame came to me with some other parts I needed. It's totally out of my wheelhouse. It's a housepainted mess but relatively straight and clean. It will eventually be sold or parted. Guessing the forks are incorrect. Does anyone have any idea as to the year and manufacture? The numbers are E06515. Thank you!

Might be a 1939-E Montgomery Ward Hawthorne bicycle.

I'm thinking a '39 Hawthorne is correct. Thank you for the help! Does anyone know if the fork is correct?
