Dec. 1980 Mystery Frame

I have a mystery NOS factory primer frame from December 1980. 17”. Sized for26” 1 3/8” lightweight wheels.
What is it?
The closest thing I can find in the 1981 catalog is a 17” coaster Collegiate. But when I do a search for short coaster Collegiates it looks like they all have the Fastback style camelback frame.
Maybe it’s a Schwinn Collegiate Tourist as pictured on the 1980 catalog, unused because they discontinued the model in 81?

With an MR serial that would have been built in 1981. I believe it would have been for the 3 speed Collegiate. Not pictured here in the men's, just the woman's. Only frame diff in the 5 speed and 3 is the cable guides and drop out spread. The frame pictured is the small frame.
