None of the above are cloisonné. Glass enamalled yes, cloisonné no.
In cloisonné separate cells are formed by wires then filled with glass paste then fired.
Depends on your opinion I suppose.
 
That's pretty close, as close as you might get I think.
The point I was trying to get across is that real cloisonné enamel is a hand-made product, these badges are pre-cast or stamped. I can't imagine any manufacturer going to that much trouble, even in the 19th. Century when labour was very cheap.
Nice badge though! Who made it, and when?
