Did Schwinn ever make a Black Phantom with a standard Heavy Weight Fork?

'Lil Knee Scuffer
I recently bought a vintage 1953 heavy weight frame probably a Hornet. The handle bars stem appeared to be pounded into the fork
When I cut the stem and removed the fork - the upper portion of the fork appears factory painted in a red/orange color
with a black v-shaped design. The Fork had been previously been repainted red. Has anyone seen this before?
 
Sorry for the spelling its a straight bar - it does have the Phantom 52 t sprocket
I am begining to think the fork was from another bike?
 
Another detail - the fork has a lock.
So is it possible for Schwinn to have manufactured a a standard heavy weight fork?
 
All Phantoms had a springer fork and cantilever frame.

The balloon frames could also have the standard blade forks post war.

Here is a picture - it got me thinking. I have seen pivtures of Phantoms with oxidized paint and this looks close
