Lol it is unusual though, in my venture trying to find out who made it and looking through different pictures I haven't seen one like that. Most have the back struts attached to the frame not to the seat clamp.
 
Found a serial number of 6313 on the bottom bracket on left side. Does anyone know what make this would be from?

Jennifer, I have an 80's Dutch bike that has the same bolts. They're also the attachment point for a rear rack. I had never seen that before I got my bike. Maybe it's European thing.

The rear stays bolted on instead of brazed to the seat tube is what CCM in Canada was famous for, I know of one other Canadian company that was doing that as well, the Sunshine Bicycle Corporation. I'm not saying its either of those two but just an idea.
