Dried paint on 81 schwinn cruiser

What do you guys recommend on my schwinn cruiser? I wiped it down yesterday, but when it dries up, it leaves a this rust like residue. It makes the paint look really dry. How can I fix this problem with out damaging the paint? Thanks guys

Try Nu-finish. It’s sold at most auto parts stores

Thanks, but I did try something similar and only made it worse. Lol

I use mothers chrome and mag polish on dried paint just stay away from the decals
