Hi, trying to restore a prewar Rollfast kids bike. Small and has 16 x 1.75 wheels Question is, the wheels are rusted bad and the tires are solid rubber. Can new wheels be found and pneumatic tires used.

I don't see why not if your doing a refurb and not a full on correct restoration.
