I agree Japanese... lugs remind me of the Schwinn Voyageurs that were made in Japan. Were those panasonic built?
A lot of them were Panasonic. I had a 76 Traveler that was Panasonic. Later they were made by Giant, easy way to tell them is the serial number that starts with a G. For Panasonic bikes that Schwinn sold, here's what I've found on the serial number web page:
