Hiya Mike. Mark here : )
I'm not huge on auto racing and NASCAR, but I love vehicles young and old, and I appreciate some collectibles.
Has this "3" jacket got any what's called provenance that comes with it? They sometimes use that term on Pawn Stars when discussing odds n ends, sometimes just a story I guess, that might be seen as proof of a connection, like to a celebrity or to a movie or whatever.
Happy Friday to ya : )

But to answer the question
A signed letter of authenticity by the Costume Designer of the film is no problem.
