Can anyone help on the id on of this adjustable track stem? Looks American teens 20's. Torrington Wald ?

Major Taylor style stem
Many seem to be made by British manufacturer Ankh but also US manufacturers too.
That headset looks British. If you remove you might find the Ankh logo on the bottom of the stem

Is there a difference in stem diameter btw US & British or are they standard and interchange? Where is the logo normally located?

Bar clamp diameter can vary for sure.
Stem diameter is the same I think - but alot of variability back then so who knows.

Accles and Pollock of England made this sliding stem.

Both sides stem have stamped markings. None I can see so far on the slider part.

Quite right
Accles and pollock were the manufacturer, Ankh was their symbol
