This thing is just plain cool, but I passed it up(kicking myself now). Wondering what it is and how old it is?

The seat clamp is typical for many prewar bikes and trikes. Some makers referred to these smaller trikes as "Tot Cycles". Not sure who made this one. This style long spring saddle began appearing on tricycles around the mid-1920s.
