I have this 30's aftermarket rack that looks the same. On yours, looks like someone retro-fit the connection to the seat stay area as a custom bolt on thingy... Notice the original attachment design in my pics...everything else seems pretty close...Looks like someone cut off the axle struts to only one hole as well..

I believe this rack has been modified and did not originate like that. The front mount looks home made and I agree that the legs have been whacked. V/r Shawn
