Elgin, another serial number

I thought I knew this serial number puzzel, got another one i can't figure out.
This is an Elgin, looks like pre war. Number is 7007, but no letter ?
Can anybody identify the year ?

Looks like a Westfield; the chain ring sprocket looks like an earlier Elgin but the rainbow truss rods look later.

Hi,

I agree with @Archie Sturmer that the frame has Westfield similarities, but the serial number is nothing like the format (Letter, number) or font that Westfield used from the 1920's through to 1947, so I don't think it's a Westfield produced Elgin.

There appears to be a second faint number sideways above the final 7, reading 3A. Again, not a Westfield format or placement.

Sorry this is more what it isn't than what it is.

The truss rods look like the one piece loop rods I have on a couple of 50s era JC Higgins bikes. They're painted, not plated. A two piece bracket sandwiches the rod at the head tube.
