If not noticed which I failed to mention is
Take a peak at fender spacers.
Stock item
Heard at one time. Do your research that this Blackhawk possibly had a 27” ??? Wheel option possibly.
Maybe that’s the reason for spacers.

Amazing bike!
It seems that around 1934 it was possible to have either wheel size, IJ, for example sold a bike with that option, hence the tire/fender gap. It’s a finicky thing though because you change the radius of the fender at top with a spacer, but you can’t necessarily move the brace in at the axle.
