Murray-built. Rule of 1936: Serial numbers with an "A" are 1936; B = 1937; and so on.
1937-59 Murray Ohio Serials.jpg

Looks like a 1938-C; in 1939-D a curved seat tube mast was introduced.

Some possible badges may be Elgin or Sears Collegiate.
There were also some fancy models, with no badge holes, as a shroud wrapped around the head tube.

The letter codes aka "A = 1936" reflect Westfield built bikes, the OP's bike is definitely Murray built. So the top chart is appropriate. Generally, Elgins, sold at Sears, have an extra S in the code, i.e. 1950 would be stamped "MOS-P", but the late '30s bikes vary, and may only have one letter, such as 'D' on a '39.
