Elgin Sparrow?

Just wondering if this fender is original to this Elgin bike? And what years? Thanks for any help.

Pictures of the entire bike would certainly be helpful. It is kind of like playing "where's Waldo" when people post such limited-view images of their bicycles but want opinions.
