Elgin Wheels Question

I have a 1941 Elgin ladies bike that has the curved seat tube. I believe the original front wheel is on the bike, which is white (rusty now) with the pinstripe that matches the frame. The rear wheel has been changed. My question is this--Is the white wheel with pinstripe for sure the original? Would this bike ever been made in 1941 with bright drop center rims? Thanks for your educated replies.

Gonna have to throw in a picture or two. I have two 1941/42 Elgins with the curved seat post and both have white rims with pin striping though.

Here she is before some cleanup. I need an original seat for this too if you have one, let me know. The front rim is original, it appears. It is white with the dark green stripe, like the color of the frame.
