It's a bicycle or motorcycle saddle, 20th century, probably in the earlier part. Saddles like this are sometimes found on a 'roadster' type bike, more often on real working bikes like a postmen and deliverymen used, more often on motorcycles.

There is a stamp on the side, a series of concentric ellipses with a name in the middle. I can see it in the third photo. That's what I would photograph to get an ID. Doesn't look like any name I can think of (Brooks, Wrights, Middlemores, Leatheries, Phillips...).

Value? To restore a saddle like this, figure $50 powder coat the frame, $100 for new leather, and if it comes out well you might be able to sell that for $100-$150... or maybe not.
 
The lettering looks a little like "Phillips'.
As the top is 'toast', and unusable it may be worth rubbing something dark in the lettering to see if you can read it better.
Not many English saddles used compound springs, far more common in France.
