I saw that photo too. If I recall correctly the bikes are being rounded up to the police station not because they're stolen but because they don't have current 1939 licenses. Don't remember the city though.

They tried that once, on Labor Day weekend, in Huntington Beach.
It started a riot that nearly destroyed the main drag.
They never tried to confiscate unlicensed bikes on the same day as the Surfing championships and the wet T shirt contest ever again.
HB used to be so much fun.
The unlicensed bike regulation was a pretty boneheaded idea though.
I guess they thought of it as a way of crowd control.
Yeah, it controlled the crowd alright.
Right into a rage once you saw your bike being impounded. Lol!
