Fender Help Please! Motorbike?

Does anyone know what this fender is from? Motorbike maybe? It doesn’t seem quite heavy enough for a motorcycle. Many thanks, Brant

Whatever it was there was a forward cable judging by the loop on the brace.
Moped or scooter maybe?
