Looks like Schwinn truss forks, based on the forged fork crown and forged stand offs for the truss rods, (which bolt-on to the axle). Not sure if the rest of the bike might be Schwinn also, or not?

On some of these older unidentified bicycles, I like to check the profile of the rear forks, where they attach to the bottom bracket crank hanger; some are circular round tubing, and others are oval-shaped.
Maybe post a picture (not too-close) of what the serial numbers look like?
