Flea Market- $20 tricycle

Found this repainted tricycle at the Flea Market today.I know absolutely nothing about tricycles.
The seller wanted $20 for it. He couldn't tell me much about it only that " its very old" ( So am I). Didn't know the make.
Is this worth $20..or was walking away the best option?

It's mostly all there except for grips and front fender, so I wouldn't pay any more for it. I don't believe it's very old (1980s at best) and looks to be Asian-made by the wheel and seat design. I say 1980s because Asian two seat tricycles were sold over here back then when my daughter was little having the same style wheels and sprung front seat. I was debating getting her one but the frame design didn't look very strong to me, being a mechanical designer by trade.
