Forsyth Mfg Co Buffalo NY Bracket i.d. for Lamp or Brake?

Neat TOC item. Thinking it's likely a lamp bracket as it clamps to the headtube with a 1.25" effective inside diameter. A quick Cabe search finds the company made spoon brakes and coaster brakes at least. Last picture shows mark.
