Need some help on this frame ID. All I can think of is Mercury when I look at it but I'm not sure. Help me out.

Ok after Nick said Hiawatha and some more poking around on google images I think it maybe a early 50's plain, no tank Hiawatha. I found some bikes that used this frame, Roadmasters, Western Flyer and such but wrong fork. I found a few with this frame/chainring combo but the wrong fork and I found a couple with this frame/chainring/fork combo. Can anyone tell the year by the serial number?
