Frame ID ~~ Please & Thanks

Mystery Ballooner. Figure someone can ID it pretty easily. Was the lack of a seat collar orig? or did someone cut it off? Any Help appreciated. Serial looks like 2H000888

think that “fits sooner” frame came out ~1953
took a post with wedge like a stem, allowed for a shorter seat height, thus fitting a kid sooner

Huffman, by the dropouts and serial number. 1952 by the serial number.
