wrt markings on shell -

"82" very likely a date

"56" very likely a frame size as measured in centimeters

readers would likely be able to give more/better information with images of complete machine, of fork crown & upper side of shell

for a 1982 date one would suspect brake mount (not shown) to be incasso (recessed)

what transfers are present?

what is the kitting (parts)?

Some sugestions said that is maybe Japanese production, but bb iz 70mm and italian (36x24) tread. It also have EO mark on bb shell

an Italian dimension bottom bracket certainly tends to suggest an Italian origin. however there have been cycles produced in Belgium and in Mexico with Italian dimension bottom bracket shells as well.

the frame's seat stay treatment is one feature which makes me consider the possibility of a Belgian origin, it is one not frequently seen on Italian produced bicycles

wonder if fork may be a replacement

are fork ends a match for dropouts?

the semi-sloping fork crown with the flat faces resembles one found on some Tange replacement forks, such as the Mangalloy series for example

if you wish you could check steerer for any markings...

formum member @MauriceMoss should have some helpful information to share regarding the mystery

the combintation of an Italian dimension bottom bracket shell and Shimano ends is suggestive of a possible Belgian or Mexico build

the Tange marking on fork - most Japan cycle manufacturers do not fabricate their own forks. the nation has several specialty fork producers who can provide them more economically, such as Tange, Akisu and Nissan. usually on only the very top end models do cycle producers fabricate their own forks.

as mentioned above, suspect fork may be a replacement in any event. you have not as yet answered question as to do fork ends match dropouts. if they read Tange that would be a clincher for non-original fork.

seat stay treatment is consistent with a Panasonic ID.

perhaps your most valuable clue is serial placement and format. you could have a go at looking at the serials of some known Panasonic products for comparison.
